ADJOURNED CITY COUNCIL MEETING FEBRUARY 13, 1990 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 5:00 p.m., in the Council Chambers of City Hall, Mayor Gonzales presiding. V nT_T_ r A T_T_ Council Members present were Rios, Cisneros, Rehrer, Lofy, and Mayor Gonzales. Also present were City Manager Keane, City Attorney Edwards, and City Clerk Ramos. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Inland Valley Development Agency City Manager Leslie Keane stated the Council Members have before them an amendment to the Joint Powers Agreement with the Inland Valley De- velopment Agency, which contains various changes and clarification of the language within the document. Ms. Keane then reviewed the changes and amendments to the Agreement. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve amendment to the Joint Powers Agreement with the Inland Valley Develop- ment Agency. Unanimous vote. ORAL COMMUNICATIONS: Mr. Bob Adams, Adams Advertising, Inc., 19081 Rocky Road, Santa Ana, spoke to the Council Members regarding their sign located south of Barton Road, near Interstate 215. Mr. Adams reiterated the litigation they had been through because of erecting the sign without permits, which has now been terminated. Mr. Adams outlined a proposal for the City of Colton which would, in part, allow the City free use of the reverse side of the billboard sign, plus an annual monetary fee to be paid to the City in return for permission to keep the sign in place, as long as they adhere to conditions and requirements of a Conditional Use Permit and other pertinent factors. Mr. Adams was instructed to get in touch with Community Development Director Jaime Aguilera regarding this matter. CLOSED SESSION: The City Council adjourned to Closed Session at 5:25 p. m., to discuss Labor Relation Matters, pursuant to Government Code Section 54957.6, and reconvened at 6:25 p. m., all Members present. 1 'FEB 1 3 199q
