SPECIAL COUNCIL MEETING <br />JULY 17, 1990 <br />A Specil Meeting of the City Council of the City of Colton was held <br />on the above given date in the Council Chambers of City Hall, located <br />at 650 North La Cadena Drive, Colton, California, at 6:30 p. m., <br />Mayor Gonzales presiding. <br />Notice of Special Meeting was given on July 16, 1990, in compliance <br />with Government Code Section 54956. <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, <br />and City Clerk Ramos. <br />Rates/Sanitation <br />Public Works Director Hutton reported on the review of annual proposed <br />rate schedules for Sanitation and Recycling rates. <br />Mr. Hutton said the County landfill rates have increased substantially <br />over the last three years, from $10.55 per ton to $23.50 per ton, which <br />is a direct cost to the City in order to dump at the landfills. <br />Mr. Hutton spoke about AB 939, the source reduction and recovery mandate, <br />requiring a study to implement a complete source reduction and recycling <br />element which will require city-wide recycling in the near future; also, <br />additional equipment, containers, buy-back centers, and staff will be <br />needed to accomplish this task. Mr. Hutton advised the State's mandate <br />imposes up to a $10,000 a day fine if not implemented. <br />Mr. Hutton concluded Staff would recommend an appropriate adjustment to <br />the Sanitation rate structure to pay for hard costs imposed from in- <br />creased landfill tipping charges and a recycling fee to generate neces- <br />sary revenues for capital outlay of equipment and staff. Mr. Hutton <br />advised the proposed amended rate for residential collection is $10.91 <br />per month Sanitation fee, plus $1.00 per month Recycling fee, with a <br />commercial/industrial rate adjustment of 14-1/2 percent. <br />Mr. Hutton added Staff will present this matter at the Council Meeting <br />scheduled for Tuesday, August 7, 1990, for Council's consideration and <br />action. <br />Discussion followed among Council Members and Staff with regard to the <br />proposed adjustments to Sanitation and Recycling rates. <br />%, A \%o <br />�vti <br />
