ADJOURNED CITY COUNCIL MEETING <br />JUNE 51 1990 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date at 6:30 p.m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />R[)T.T. rAT.T. <br />Council Members present were Rios, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, <br />and City Clerk Ramos. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Community Development Director Jaime Aguilera stated the meeting this <br />afternoon is to provide information on SB 547, Seismic Hazard Mitiga- <br />tion, and a report from Mr. Melvyn Green, Structural Engineer, regard- <br />ing the survey taken in the City of Colton. <br />Mr. Green advised that he and David Zamora, Principal Planner, conducted <br />a survey in the City of Colton which summarizes hazardous building <br />types. The survey included approximately 30 buildings, commercial and <br />industrial, of unreinforced masonry construction, and potentially <br />hazardous structures. Mr. Green then showed slides of the buildings <br />and other similar types of construction that have suffered earthquake <br />damage. <br />Mr. Green stated the City needs to develop a plan that fits the local <br />community and the funding, and also complies with State mandates. <br />Mr. Green summarized the options available to the City, stating he is <br />available at any time to assist Staff and the City. <br />Community Development Director Aguilera advised Staff recommends three <br />alternatives for the Council to consider: <br />1. Adopt a three-year Program for Rehabilitation of these structures <br />to commence in 1995. <br />2. Staff would initiate an immediate on-going process; owners would <br />apply for permits for necessary rehabilitation. <br />3. Staff would propose a voluntary program, which would include re- <br />quired bracing of structures. <br />Mr. Aguilera advised that Staff would also prepare an ordinance, which <br />would contain the provisions and mandates of SB 547, within the next <br />45 to 60 days. Mr. Aguilera stated it might also be beneficial to hold <br />an informational type of meeting with the property owners within the <br />1 <br />SUN"" 5 199 ! <br />
