requested for an outline, department by department, as to why Maintenance <br />and Operations is on the increase, by 100%. Request was also made for a <br />listing of employees who have City vehicles assigned to them and an <br />indication if they receive a car allowance, as well as listing everyone who <br />has the car allowance, by position. <br />COMMUNITY <br />DEVELOPMENT <br />DEPARTMENT: Community Development Director David Zamora commented on the <br />proposed transfer of the Code Enforcement Unit to the Police Department <br />and outlined plans for the amendment of the General Plan. He presented a <br />brief outline of the process, to include citizen participation, and he stated <br />that the Housing Element would be completed by June 2000. Quarterly <br />reports were requested on the progress of CDBG projects throughout the <br />City. On inquiry to the increase to Professional Services for FY 1999- <br />2000, City Manager Garcia explained that the cost was related to the update <br />of the General Plan and consultant fees. Discussion had on the sign <br />ordinance and the weekend signs and how citations are issued. On the <br />permitting process, there was a request that an outline be submitted with a <br />target date for a one-stop process. Further, there was request for a forecast <br />for the General Plan, a forecast for the Circulation Plan; review, prioritize <br />and show impact to the community of planning ordinances that are outdated, <br />along with a plan of action for these ordinances. Director Zamora <br />responded to questions regarding the proposed position of building <br />inspector. <br />POLICE <br />DEPARTMENT: Police Chief Crowe reviewed the Police Department's goals and <br />achievement standards. Police Chief Crowe was commended for the <br />significant decrease in crime, since 1996-97, during his term in office. <br />ADJOURNMENT: <br />On motion/second by CM Sanders/Grimsby, and carried, at 9:41 P.
