ORDINANCE: Waive Full Reading and Pass First Reading of an Ordinance of the City Council of the City of Colton Amending Sections 15.04.010, 15.04.020, 15.04.090, and Chapter 15.16 of the Colton Municipal Code in their Entirety, Through Adopting by Reference the 2007 Edition of the California Building Standards Code (California Code of Regulations, Title 24); Incorporating the 2007 California Building Code, (Incorporating and Amending the 2006 International Building Code); the 2007 California Electrical Code (Incorporating and Amending the 2005 National Electrical Code); the 2007 California Mechanical Code (Incorporating and Amending the 2006 Uniform Mechanical Code); the 2007 California Plumbing Code (Incorporating and Amending the 2006 Uniform Plumbing Code) and the 2007 California Fire Code (Incorporating and Amending the 2006 Edition of the International Fire Code); Together with Certain Additions, Insertions, Deletions and Changes Thereto; and Adopting by Reference the 1997 Uniform Sign Code; the 1997 Uniform Code for the Abatement of Dangerous Buildings; the 1997 Uniform Administrative Code; the 2000 Uniform Swimming Pool, Spa, and Hot Tub Code; the 1997 Uniform Code for Building Conservation; and the 1997 Uniform Housing Code; and Repealing Ordinance No. 0-13-02 and 0-14-02, ORDINANCE NO. 0-19-07; Set Public Hearing for November 20, 2007. Planning Manager Andres Soto presented an overview of the agenda item and requested approval of staff's recommendation which included the first reading of Ordinance No. 0-19-07; and request to set public hearing for November 20, 2007. Motion/second by CM Mitchell/Yzaguirre to pass first reading of Ordinance No. 0-19-07 and set public hearing for November 20, 2007. Motion carried with Mayor Chastain absent. PUBLIC COMMENT: The following citizens addressed the council: Mike Trujillo, Eufemia Reyes, Cathy Davis, Art Thompson, Gary Grossich, Ray Abril, Jr., Apolinar Espudo, Christine Irish -Rey and Cynthia De La Rosa. RECESS: At 7:08 p.m. Mayor Pro Tempore Suchil announced a recess and at 7:14 p.m. the meeting was reconvened with all members present heretofore.
