(17) Agreements/Fisher Construction and Ross Fence Company, Inc. - Authorize the Award <br />of Short Form Construction Agreements for the Impound Yard Phase III Project to Fisher <br />Construction, in the Amount of $69,457, and to Ross Fence Company, Inc. in the <br />Amount of $30,310. PULLED FOR SEPARATE VOTE <br />(18) A-greements/United Cabinet Company Inc. and Hour Glass and Mirror Inc. — Approved <br />Authorization the Award of Short Form Construction Agreements for the City Hall Phase <br />VI Project to United Cabinet Company, Inc. in the Amount of $5,146, and to Hour Glass <br />and Mirror Inc, in the Amount of $7,000. <br />(19) JPA Agreement/Colton Joint Unified School District - Approved Amendment to the Joint <br />Powers Agreement with the Colton Joint Unified School District, for use of the East <br />Lower Field Park Facilities at McKinley Elementary School and Authorize the City <br />Manager to Sign the Revised Joint Use Agreement. <br />(20) Safe Routes to Schools Grant Program - Approved and a Resolution Authorizing the <br />Submittal of Two Applications for the Safe Routes to Schools Grant Program, <br />RESOLUTION NO. R-156-07. <br />STAFF REPORTS: <br />ELECTRIC UTILITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Report on Recent Power Outages. (Verbal Report) <br />General Manager Olko provided a brief report on the October 26, 2007 Power Outage, areas <br />affected were to the City of Riverside as this was an Edison Plant; also affects due to the chain <br />of events on the Agua Mansa Power Plant; picture presentation; Explain the (2) additional <br />outages in the last several weeks; unknown the cause and will be taken to a consultant to <br />determine if this is due to old equipment; discovered another fault and reported on additional <br />outages due to repairs. <br />Discussion continued with CM Mitchell expressing how he was affected with the outages and <br />the effectiveness of the customer service line during the outages. <br />Mayor Chastain suggested the use of reverse 911 in the future for such outages. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />DSF Update.
