Presentation Police Chief Miller introduced new Police Officers who were administered the Oath of Allegiance for Public Officers and Employees by Mayor Chastain: Officers(s) Kristopher Guerrero, Nellie Johnson, Matthew Gomez, Eugene Collins, and Michael Flynn. UNFINISHED BUSINESS REDEVELOPMENT AGENCY DIRECTOR'S REPORTS AND RECOMMENDATIONS: Approve Business Assistance Loan Guarantee Program Utilizing Southern California Reinvestment CDFI as Program Administrator; utilizing $50,000 previously budgeted for the Regional Marketing Campaign and Authorize Execution of the MOU Subject to Modifications and Final Approval from the City's Legal Counsel, RESOLUTION NO. R-129-07. [Item #16, 911&07 agenda] Redevelopment Agency Director Cassel presented an update of the item presented at the September 18, 2007 Regular Council Meeting, including information requested by council at said meeting. Discussion continued with Council including questions regarding the loan guarantees, loan default, determination of assets, and reevaluation of loan as a result of failing behind in repayments, as well as, how the businesses would be notified of the program. Motion and second by CM De La Rosa/Mayor Pro Tempore Suchil to approve staffs recommendation. Mayor Chastain requesting from staff further explanation on funding for this program and the original source use and impact. Mayor Chastain explained the use of RDA funds are not available from project area to project area; the proposed program is will be from general fund monies, and further the state required the development of the CDFI consortium fulfilling the requirement to provide business assistance. Urgency Ordinance No. 0-22-06 Established A Moratorium On The Issuance Of Land Use Entitlements And Building And Other Permit Applications Within The La Loma Hills/Pellisier Ranch Area Pursuant To California Government Code Section 65858 Mayor Chastain declared the Public Hearing Open.
