Presentation Police Chief Miller introduced new Police Officers who were <br />administered the Oath of Allegiance for Public Officers and <br />Employees by Mayor Chastain: Officers(s) Kristopher Guerrero, <br />Nellie Johnson, Matthew Gomez, Eugene Collins, and Michael <br />Flynn. <br />UNFINISHED BUSINESS <br />REDEVELOPMENT AGENCY DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Approve Business Assistance Loan Guarantee Program Utilizing Southern California <br />Reinvestment CDFI as Program Administrator; utilizing $50,000 previously budgeted for the <br />Regional Marketing Campaign and Authorize Execution of the MOU Subject to Modifications <br />and Final Approval from the City's Legal Counsel, RESOLUTION NO. R-129-07. [Item #16, <br />911&07 agenda] <br />Redevelopment Agency Director Cassel presented an update of the item presented at the <br />September 18, 2007 Regular Council Meeting, including information requested by council at <br />said meeting. <br />Discussion continued with Council including questions regarding the loan guarantees, loan <br />default, determination of assets, and reevaluation of loan as a result of failing behind in <br />repayments, as well as, how the businesses would be notified of the program. <br />Motion and second by CM De La Rosa/Mayor Pro Tempore Suchil to approve staffs <br />recommendation. <br />Mayor Chastain requesting from staff further explanation on funding for this program and the <br />original source use and impact. Mayor Chastain explained the use of RDA funds are not <br />available from project area to project area; the proposed program is will be from general fund <br />monies, and further the state required the development of the CDFI consortium fulfilling the <br />requirement to provide business assistance. <br />Vote: Motion carried with CM Mitchell voting "NO <br />PU13LIC HEARING: <br />Extension of U!2gengy Ordinance No. .0-22-06 <br />Extension Of Urgency Ordinance No. 0-22-06 - The City Council Of The City Of Colton Will <br />Hold A Public Hearing To Consider Extending Urgency Ordinance No. 0-22-06 For An <br />Additional 12 -Month Period. Urgency Ordinance No. 0-22-06 Established A Moratorium On <br />The Issuance Of Land Use Entitlements And Building And Other Permit Applications Within The <br />La Loma Hills/Pellisier Ranch Area Pursuant To California Government Code Section 65858 <br />Mayor Chastain declared the Public Hearing Open. <br />City Clerk Padilla declared that the Affidavit of Publication regarding the Public Hearing is on file <br />in the City Clerk's Office and have not received any protests or objections. <br />2007 OCT 02 REG CCIRDAICUA MEETING -3- <br />
