Daryl Parrish, City Manager, introduced the concept behind the work plan workbook that each <br />councilmember had before them. <br />Mark Nuaimi, Assistant City Manager, outlined the work plans for the City Manager's Office in more <br />detail to assist council how to read and interpret each work plan by department throughout the <br />handbook. Council was encouraged to review, evaluate and submit suggestions regarding any of the <br />work plans to staff. Quarterly reports will be provided with updates on each work plan. <br />Redevelopment Agency <br />Candace Cassel, Economic Development Director, presented the Redevelopment Agency budget <br />for council review. <br />Goals and Actions Items were outlined and explained in detail: <br />✓ Demolition of Colton Palms <br />✓ RMED Settlement <br />✓ Senior Replacement Housing Project <br />✓ West Valley Specific Plan <br />✓ Agency Indebtedness and Project Area restructuring <br />✓ Regional Marketing Program <br />✓ Revenue Strategic Plan <br />✓ Disposition of City's 10+ acres in Cooley Ranch and Agency's 4.5 acres in West Valley <br />✓ Business Retention Program <br />✓ Chamber of Commerce Lease <br />✓ Chamber of Commerce Stipend <br />✓ Approval of SBVEZ <br />✓ Small Business Loan/Grant Program <br />Council addressed the possibility of developing a Business Assistance Program to assist a business <br />that has encountered financial difficulties due to a disaster similar to the fire that engulfed the La <br />Villa restaurant in 2005. The major issue of discussion centered on the funding mechanism in <br />developing the program. This included finding a redevelopment project area with funds; lending of <br />funds from one project area to another; how did previous similar lending programs failed or <br />succeeded; development of a new project area; loan program through San Bernardino County/ECV; <br />RDA funds on the federal level; and merging project areas. The discussion ended with consensus of <br />council to direct staff to provide a memorandum that states how redevelopment funds can or cannot <br />be disbursed legally. Report is to be presented to council within 60 days. <br />CIP/Capital Improvement Projects <br />Amer Jakher, City Engineer, presented to council the Fiscal Year 2007/2008 Capital Improvement <br />Program. <br />The PowerPoint presentation outlined: <br />✓ FY 2006/2007 At a Glance <br />✓ Carrion Street Closure Phase I & II <br />✓ CDBG Projects <br />✓ Malibu Court & Prado Lane <br />✓ S.
