(10) Stop Signs — Approved and Adopted a Resolution Amending Resolution #2119 to <br />Include Additional through Streets and Stop Intersections, Colton Avenue Approaching <br />Coburn Street from the South and Harber Drive from the North, RESOLUTION NO. R-34- <br />08. <br />(11) Contract Amendment/Krieger & Stewart — Approved Request to Amend the Existing <br />Contracts with Krieger and Stewart to Provide Plan Check and As -Needed Water <br />Engineering Services in the Amounts of $6500 and $24,000 respectively. <br />STAFF REPORTS: <br />PUBLIC WORKS DEPARTMENT'S WRITTEN REPORTS AND RECOMMENDATIONS: <br />(12) Request Council Direction for Illuminated Street Signage Design. <br />With concurrence of council, Mayor Chastain announced that this item would be tabled to the <br />next regular meeting. <br />Motion/second by CM Hernandez/De La Rosa to Adjourn the meeting after the present item <br />under discussion. Vote: Unanimous <br />CITY MANAGER'S WRITTEN REPORTS AND RECOMMENDATIONS: <br />Discussion and Direction Regarding the City of Colton's preparation of a Habitat Conservation <br />Plan (HCP) for the Delhi Sands Flower Loving Fly (DSF). <br />Assistant City Manager Nuaimi presented a brief overview on the Habitat Conservation Plan to <br />date and requested direction from Council. <br />Bill Lemon, Counsel for Inland Memorial, provided a history of work progress between Inland <br />Memorial and the City, and the desire to continue to work with the City. <br />At 10:24 p.m. Mayor Chastain announced that this was the time for Council to decide as per <br />resolution no. R-29-95 which states no City Council meeting shall extend beyond 10:30 p.m. <br />unless City Council by two thirds vote of all Councilmembers present elects to extend the <br />meeting to complete a matter under discussion at the mandatory time for adjournment. No new <br />matter shall be begun under any circumstance after 10:30 p.m. without the unanimous consent <br />of the Councilmembers present. Any matter on the agenda not addressed prior to the <br />mandatory time of adjournment shall be carried over the next Regular, Adjourned or Special <br />Meeting of the City Council. <br />Motion/second by CM De La Rosa/Oliva to continue the meeting. Vote: Unanimous <br />Public Comment: <br />Gary Grossich — spoke in favor of Inland Memorial. <br />Motion/second by CM Yzaguirre/Suchil to bifurcate the two. Vote: Motion carried with CM De <br />La Rosa voting "NO". <br />ADJOURNMENT: <br />2008 APRIL 1 REG CC/RDA/CUA MEETING -5- <br />
