Interim Public Works Director Tapia provided a PowerPoint presentation and requested Council <br />direction for illuminated street signage design. <br />Motion/second by CM SuchilNzaguirre to continue with the plan on the illuminated signage. <br />Unanimous vote. <br />FIRST READING ORDINANCES: <br />Waive further Reading, Read by Title only and Introduce the Following Ordinance Adopting <br />Amendments to the Existing Redevelopment Plans for the Cooley Ranch Redevelopment <br />Project and the First Amendment to the West Valley Redevelopment Project to Eliminate Time <br />Limitations for Incurring Indebtedness Repayable with Tax Increment Revenue Pursuant to <br />Health and Safety Code Section 33333.6(e)(2)(B), ORDINANCE NO. 0-05-08. <br />Motion/second by CM SuchilNzaguirre to waive full reading and past first reading of Ordinance <br />No. 0-05-08. Unanimous vote. <br />Waive Further Reading, Read by Title only and Introduce the Following Ordinance Adopting an <br />Amendment to the Existing Redevelopment Plans for the Mt Vernon Corridor Redevelopment <br />Project to Eliminate Time Limitations for Incurring Indebtedness Repayable with Tax Increment <br />Revenue Pursuant to Health and Safety Code Section 33333.6(e)(2)(B), ORDINANCE NO. 0- <br />06-08. <br />Mayor Chastain explained that since CM Yzaguirre and Mayor Chastain have a conflict with the <br />Amendment to the Existing Redevelopment Plans for the Mt Vernon Corridor Redevelopment <br />Project to Eliminate Time Limitations for Incurring Indebtedness Repayable with Tax Increment <br />Revenue Pursuant to Health and Safety Code Section 33333.6(e)(2)(B), they will be excused <br />and a vote will be taken on ORDINANCE NO. 0-06-08 as it relates to SB21 1. Mayor Chastain <br />and CM Yzaguirre will disclose their conflict. <br />Mayor Chastain announced that she would recuse herself from discussion and vote of the Mt. <br />Vernon project area as she owns property within the 500 yards of the project. <br />CM Yzaguirre announced that he would recuse himself from discussion and vote of Mt. Vernon <br />Project area as he has potential future monetary interest. <br />Mayor Pro Tempore Mitchell takes his place as chair at the dais. <br />Motion/second by CM Suchil/Oliva to waive full reading and pass first reading ORDINANCE <br />NO. 0-06-07 and 0-07-07.
