CODE SECTION 16.58.040 RELATING TO STANDARDS FOR DETERMINING DEDICATION TO CONFORM TO 2000 CENSUS DATA (4) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING A QUIMBY FEE STUDY AND ESTABLISHING UPDATED LAND DEDICATION REQUIREMENTS AND REVISED IN -LIEU FEES Mayor Pro Tempore Mitchell declared the public hearing open. City Clerk Padilla announced that the Affidavit of Publication for the public hearing was on file in the City Clerk's office and no protests or objections have been received. Public Comment: None City Manager Parrish explained that staff has received a requests this item be continued to the July 15, 2008 Regular Council Meeting. Motion/second by CM Oliva/Suchil to continue the item to July 15, 2008. Motion carried with Mayor Chastain and CM De La Rosa absent. FIRST READING ORDINANCES: Amendinq Ordinance 0-01-01, Section 15.18.140 Waive First Reading, Read by Title only and Introduce an Ordinance of the City of Colton Amending Ordinance 0-01-01, Section 15.18.140, Chapter 15.18, Title 15 of the Colton Municipal Code Regarding Floodplain Management Regulations, ORDINANCE NO.0-07-08. Interim Public Works Director Tapia Associate presented an overview of the agenda report for council consideration and requested approval of staff's recommendation. Motion/second by CM Suchil/Toro to waive full reading and pass first reading of Ordinance No. 0-07-08. Motion carried with Mayor Chastain and CM De La Rosa absent. Urgency Ordinance Waive Further Reading, Read by Title only and Adopt an Urgency Ordinance of the City Council of the City of Colton Regarding the Assumption of Responsibility for the Enforcement of Parts 2.1 and 2.3 of Division 13 of the California Health and Safety Code and the Provisions of Title 25, California Code of Regulations, Division 1, Chapters 2 and 2.2 Relating to Inspection and Enforcement of Mobile Home Parks Regulations, URGENCY ORDINANCE NO. 0-08-08. City Attorney Derleth explained that in order for this urgency ordinance to go forward it needs a 4/5 vote which is six out of seven councilmembers, therefore do not have the requisite councilmembers present therefore this item will return for the next regular council meeting. CITY MANAGER ORAL REPORTS: City Manager Parrish introduced Fire Chief Hendrix who provide a brief overview on the 4 th of July fireworks joint action plan with the Police for illegal fireworks enforcement, citations and 2008 JULY 1 REG CC/RDA/CUA MEETING -4-
