d. Questions to Appellants <br />4. Comments from General Public <br />Community Development Director Zamora further requested that the City Council close the <br />public hearing, deliberate and consider the draft resolutions attached denying the appeals and <br />upholding the Planning Commission's decision to certify the FEIR and approve the Agua <br />Mansa Commerce Center Project, DAP -000-662. <br />City Attorney Martinez provided clarification on the revised resolution, the difference is that it <br />contains all findings for all entitlements, prior Resolution contained only EIR, a copy of letter <br />from City of Rialto received late last week, in addition a supplemental staff report to be <br />reviewed at the conclusion of presentation. <br />Presentation by Applicant: <br />Larry Cochran, Director of Development, AMB Property Corporation, stated AMB Agua Mansa <br />was the second development in the City of Colton, the first being AMB Steele Road. <br />Yeung Nam, Architect for the Project, provided a brief PowerPoint presentation on the Agua <br />Mansa Commerce Center Project on the following: <br />• Site Plan <br />• Building 1 Elevations <br />• Building 10 Elevations <br />• Landscape Plan <br />• Riverside Ave. Landscaping <br />Tonya Pace Hogle-Ireland, continued PowerPoint presentation regarding the Physical and <br />Economic Project benefits. <br />Mike Perry, Lilburn Corporation, Environmental Impact Consultant, continued PowerPoint <br />presentation detailing the overview of the technical studies. <br />Carl Ballard, Kunsman Associates, spoke in favor of the project <br />• High Cube —Warehouse/Distribution centers. <br />• Traffic Mitigation Measures <br />Presentation by Appellant: <br />Christine Taylor, City of Rialto, read portions of the letter presented into the record against the <br />project. <br />• City of Rialto provided comments on EIR in staff report <br />• Met with staff to rectify concerns <br />• Unable to resolve issues <br />• Basis of appeal is methodology used to analyze traffic impacts <br />✓ Pages 4.11-14 and 15 of Draft EIR identify trip generations calculated using <br />High -Cube Warehouse rates. <br />✓ Pages 3-3 Draft EIR Project goals and objectives state project is employee - <br />intensive <br />✓ Page 3-10 Draft EIR Development Plans show many small scale industrial -park <br />type buildings <br />2008 JUNE 17 REG CC/RDA/CUA MEETING - 7 - <br />
