Mayor Pro Tempore Mitchell requested that Item(s) 10, 11, and 12 be brought forward. City Manager Parrish explained that Item 12 may take more than 30 minutes and suggested it be left in sequence. With concurrence of Council, Mayor Chastain announced that Item (s) 10 and 11 would be brought forward. ECONOMIC DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Approve and Adopt Agency Resolution No. 868 Approving a Common Area Improvement Agreement by and between the Redevelopment Agency for the City of Colton and the Rancho Mediterrania Homeowners Association, RESOLUTION NO. R-868. Redevelopment Agency Director Cassel presented a brief overview of the agenda report for Council consideration and approval of staff's recommendation. Public Comment: Kathy Davis, Home Owner's Association President, spoke to clarify rumors. Motion/second by CM Yzaguirre/Suchil to approve and adopt Redevelopment Agency Resolution No. R-868. Unanimous vote. PUBLIC WORKS DEPARTMENT'S REPORTS AND RECOMMENDATIONS: Approval to Amend the Fiscal Year 2007/2008 Capital Improvement Program to Identify the 2008/2009 Chavez Park Improvement Project as the 2008/2009 Teen Center at Chavez Park Project. Interim Public Works Administrator Rhinehart, Community Services Director Smith and Captain Ward together presented a brief PowerPoint presentation for Council consideration and approval of staff's recommendation. Motion/second by CM Yzaguirre/Oliva. Motion carried with CM Suchil voting "NO".
