Mayor Chastain informed the community regarding the notice from the County of San Bernardino regarding eradication project against the oriental fruit fly. ACTION ITEM: Approve and Adopt a Resolution Supporting the SB 1335, RESOLUTION NO. R-108-08. Assistant City Manager Nuaimi, presented a PowerPoint overview on the SB1335 Infrastructure Finance District (IFD) legislation as follows: Latest Update • SB 1335 has passed the Assembly and Senate awaits Governor approval • SB 1335 removes the requirements of state law to seek voter/property owner approval to: ✓ Form Infrastructure Finance District (2/3 passage) ✓ Issue Debt within an IFD (2/3 passage) ✓ Set Appropriation Limit within an IFD (majority passage) How did we get here? • City of Colton has been working with state legislators to provide flexibility in formation of IFD for Agua Mansa Area • Legislative agenda on-going since January 2008 • Discussions to form an IFD started in Fall -2007 PUBLIC COMMENT: 2008 SEP 16 REG CC/RDA/CUA MEETING - 3 -
