Estelle Kunter, spoke against the proposed increase. <br />Bob Johnson, spoke in favor of the proposed increase. <br />Motion/second by CM Yzaguirre/CM Oliva to close the public hearing. Motion carried with CM De La <br />Rosa absent. <br />At 8:58 p.m., Mayor Chastain declared a recess for the City Clerk to count and at 9:08 p.m., the meeting <br />was reconvened with all Members present there from. <br />City Clerk Gomez announces the tally as being a total of 41 protest and that there has been no majority <br />protest therefore the meeting would proceed. <br />City Attorney Martinez clarified how the tally was to be conducted and explained needs five affirmative <br />votes to proceed. <br />Motion/second by CM Oliva/CM Toro to continue the item. <br />Mayor Chastain announced that this was the time for Council to decide as per resolution no. R-29-95 <br />which states no City Council meeting shall extend beyond 10:30 p.m. unless City Council by two thirds <br />vote of all Councilmembers present elects to extend the meeting to complete a matter under discussion at <br />the mandatory time for adjournment. No new matter shall be begun under any circumstance after 10:30 <br />p.m. without the unanimous consent of the Councilmembers present. Any matter on the agenda not <br />addressed prior to the mandatory time of adjournment shall be carried over the next Regular, Adjourned <br />or Special Meeting of the City Council. <br />Motion/second by CM Yzaguirre/Perez to Adjourn the meeting after the present item under <br />discussion. Vote: Motion carried with CM De La Rosa absent <br />Substitute motion Mayor Chastain/CM Yzaguirre for passage and return to have a workshop take other <br />action to suspend and reduce, subsidized. Motion failed. <br />Motion/second by CM Oliva/CM Toro to continue the item. Motion to continue the item to the next <br />Regular City Council Meeting with workshops to discuss options. Motion Toro yes, Yzaguirre, Oliva, <br />Chastain no, CM De La Rosa absent, CM Bennett left the dais for the remainder of the meeting. <br />Motion/second to continue the item to Adjourn to Saturday April 25, 2009, 9:00 -2:00, Chastain/Oliva. <br />Motion carried with CM De La Rosa and Bennett absent. <br />CITY MANAGER ORAL REPORTS: <br />City Manager Parrish provided a brief response on the following: <br />0 Inland Memorial response provided in a confidential memorandum <br />Consent Calendar: <br />City Manager Parrish presented Consent Calendar Items No. (s) 2 thru 9. <br />ZVVU mrm Z I KtU L;U/KUA/(;UA MEETING -6- <br />
