Unanimous vote. <br />CITY MANAGER ORAL REPORTS: <br />Follow-up to Prior Public Comment — Investigation shows no evidence to substantiate Mr. Gary <br />Grossich's allegation that staff purposely edited his negative public comments about the City <br />budget within the digital recording of the January 20, 2009 City Council meeting. <br />Finance Director De Alwis provided a report on the investigation in regards to the digital <br />recording of January 20, 2009 City Council Meeting. <br />City Attorney Derleth recognized that a lot of due diligence was placed on this report and the <br />investigation, this is as a result of raising first amendment issue complaints and it is taken <br />seriously, as a result staff had the full DVD version rebroadcast with Mr. Grossich comments in <br />their entirety broadcast twice and can be seen on the webcast. <br />CM Parrish provided an explanation on the General Fund Transfer and how it is calculated, <br />collected, and the impacts. <br />CM Parrish provided information on the General Budget meetings held with City Employees on <br />the budget issues we are facing. <br />Consent Calendar: <br />City Manager Parrish presented Consent Calendar Items No. (s) 4 thru 16, for approval, and <br />pulling Items 7, 11 and 14 for separate vote. <br />CM Perez will recuse himself from Item No. 8, as he was on the Planning Commission at the <br />time the item was heard. <br />2009 FEB 17 REG CC/RDA/CUA MEETING - 6 - <br />
