Gary Grossich, spoke in opposition of the electric rate increase. <br />Art Ramos, spoke in opposition of the electric rate increase. <br />Doug Blinkensop, spoke in favor of the electric rate increase. <br />Juan Rodriguez, spoke in opposition of the electric rate increase. <br />Kathy Davis, spoke in favor of the electric rate increase. <br />Jess Vasquez, spoke in favor of the electric rate increase. <br />John Aguilar, Jr., spoke in opposition of the electric rate increase. <br />Kirk Larson, spoke in favor of the electric rate increase. <br />Patricia Pierce, spoke in favor of the electric rate increase. <br />Stan Stosel, spoke in favor of the electric rate increase. <br />Mayor Chastain announced that this was the time for Council to decide as per resolution no. R- <br />29-95 which states no City Council meeting shall extend beyond 10:30 p.m. unless City Council <br />by two thirds vote of all Councilmembers present elects to extend the meeting to complete a <br />matter under discussion at the mandatory time for adjournment. No new matter shall be begun <br />under any circumstance after 10:30 p.m. without the unanimous consent of the Councilmembers <br />present. Any matter on the agenda not addressed prior to the mandatory time of adjournment <br />shall be carried over the next Regular, Adjourned or Special Meeting of the City Council. <br />It was a consensus by the Council to Adjourn the meeting after the present item under discussion. <br />Vote: Unanimous <br />Motion/second by CM Yzaguirre/Perez, to pass Electric Rate Increase in a phased portion as <br />stated in report 8.7% increase effective May Is' and 8% effective November Is' with direction to <br />staff to bring back on yearly basis. City Attorney Derleth directing staff to bring back a study <br />forward each year. Motion carried with CM Bennett/De La Rosa/Toro voting "NO". <br />CITY TREASURER'S REPORTS: <br />(12) Receive and File City Treasurer's Report for January 2009.
