Good deal for what we want. Are we doing everything that we should be doing to ensure <br />that the mitigations are fulfilled and that we see permanent funding for those <br />improvements. <br />Cemetery <br />Make sure all parties are living up to their obligations. <br />Drop-off zones <br />Safe routes <br />School participates/pays <br />Sidewalks/curbs <br />Arterial v. residential — look to see where sidewalks are utilized the most. Suggested that <br />sidewalks used the most are in the arterials Mt. Vernon, etc. Instead of CDBG used for <br />sidewalks, funding used for other areas that would qualify for this funding. <br />2011-12 CDBG v. Code staffing <br />Regional Parks <br />County to take lead/partner with landowners. <br />Human Services — child care/families (grant funded) <br />OK as long as there is grant funding <br />Library <br />RFP costs <br />Full v. limited hours (this is how we are currently operating) <br />Full will triple amount — limited should be considered as the "new norm" — needs <br />assessments and planning for library services. Longer term goals of opening over time for <br />full time services. <br />Landscaping of medians and underpasses <br />SBX line — E & Mill Street - partner with San Bernardino to promote transit oriented <br />developments (futuristic) <br />5) Quality of Life <br />1+2+3+4=5 <br />Colton defined as a city providing a quality of life that is second to none. — "That's Vision" <br />Rod turned meeting over to Mayor at 6:43 p.m. asking for Council goals to be given to Rod according to <br />priorities and how they would like to move community along. <br />At 6:43 p.m. Mayor Chastain announced a recess and at 7:00 p.m. the meeting was reconvened with all <br />members present heretofore. <br />PUBLIC COMMENT: <br />The following citizens addressed the council: Ron Lawrence, Dennis Kidd, Fred Cordova, John Anaya, <br />Christina hish-Rey, Ray Abril, Linda Tripp, Frank Navarro, and Gary Mitchell. <br />Mayor Chastain introduced CM Foster who took over the meeting and summarized the priorities, he then <br />asked for council to provide their top three priorities and primary focus for upcoming year. <br />CM Oliva provided comments on the following: <br />• School crossing - school district vs. city. <br />• RDA project merger, conflicts of interest, redevelopment areas <br />2010 MAR 22 SPC CC/RDA/CUA MEETING -4- <br />
