Motion and second by CM Perez/Oliva to authorized Executive Director/City Manager to <br />execute the professional services agreement with Urban Futures Incorporated to provide <br />comprehensive Redevelopment Agency plan amendment/merger services as per the terms <br />outlined in the proposal dated February 25, 2010, with the language changes as follows that <br />pursuant to CMC 3.08.104E that it is in the best interest of the city and of administrative <br />operations to dispense with the formal RFP process and also with the language that ensures <br />that we do not leave any former project area behind. Motion carried with Council members <br />Bennett, Yzaguirre and Mayor abstaining due to conflicts. <br />ADJOURNMENT <br />At 9:07 a.m., with consensus of Council, Mayor Pro Tempore Toro declared the Special Meeting <br />adjourned. <br />Eileen C.
