COLTONCOURIER --------------------------.................................. of the said County, being duly sworn, deposes and says: THAT .3 ..... he is and at all the times herein mentioned was a citizen of the United States, over the age of twenty-one years, and that $...... he is not a party to, nor interested in the above entitled matter; that ... a ... he is the principal clerk of the printer of the Colton Courier, a newspaper of general circulation, printed and published in the City of Colton, State of California, County of Son Bernardino, and which newspaper is published for the dissemination of local news and intelli- gence of a general character, and which newspaper at all the times herein mentioned had and still has a bono fide subscription list of paying sub- scribers, and which newspaper has been estab- lished, printed and published at regular intervals in the said City of Colton, State of California, County of San Bernardino, for a period exceeding one year next preceding the date of publication of the notice hereinafter referred to; and which news- paper is not devoted to nor published for the in- terests, entertainment or instruction of a particular class, profession, trade, calling, race, or denomin- ation, or any number of some; that the notice, of which the annexed is a printed copy, has been published in each regular and entire issue of said newspaper and not in any supplement thereof on the following dates, to -wit: April 10, 1975 ....................................................................... SECTION TWO: The Zone Reclassifications herein above referred to are hereby approved and the Planning Director is hereby directed to amend the official zoning map of the City of Colton, adopted by Ordinance No. 1420, in accordance herewith to show said approval and certify to the same. SECTION THREE: This Or- dinance is for the immediate protection of public safety, health and welfare, and shall take effect immediately upon its adoption. The facts constituting the urgency thereof are as follows: This Ordinance is adopted pur- suant to California Government Code Section 65858. More than 70 per cent of the area known as the Cooley Ranch has been zoned with specific development standards or a requirement that a Conditional Use Permit is required, at which time standards can be placed on the development. Recent indications are that development will be taking place in the im- mediate future in the areas which do not have any development Stan- dards; and that these developments would be in conflict and contrary to the standards established for the 70 per cent majority of the area. SECTION FOUR: Effective Date. This Ordinance shall be in full force and effect immediately after passage. PASSED, ADOPTED AND AP- PROVED THIS 1st day of April, 1975. (s) ALBERT A.
