They also provide a means to identify and promote businesses and are an important <br />element in creating safer public streets and highways. Consequently, the purpose of this chapter <br />is to provide sign regulations that are consistent with the goals and objectives of the general plan <br />and the community's visual and aesthetic goals. In addition, these regulations are intended to: <br />A. Promote an economically stable and visually attractive community and insure that the <br />special character and image the city is striving for can be attained; <br />Promote signs and graphics that are attractive, pleasing and harmonized with the physical <br />character of the environment and surrounding properties, while serving the advertising <br />needs of the business community; <br />C. Promote traffic safety and the smooth and efficient flow of pedestrians and vehicles to <br />their destinations; <br />D. Direct persons to various activities and enterprises, in order to provide for maximum <br />public convenience. (Ord. 0-03-02 § 3 (part), 2002) <br />18.50.020 Interpretation and Substitution of Text <br />A. The provisions of this chapter shall not be interpreted to nullify any easements, covenants <br />or other private agreements which provide for more restrictive sign regulations than are <br />required by this chapter. <br />B. The community development director is authorized and directed to enforce and administer <br />the provisions of this chapter. Whenever the application of this chapter is uncertain due <br />to ambiguity of its provisions, the issue shall be referred to the community development <br />director for a determination. Such determination shall be made within ten days. Any <br />decision made by the community development director may be appealed to the planning <br />commission in accordance with subsection 18.50.040(F) of this chapter. <br />C. It is the city's policy and intent to regulate both commercial and non-commercial signs in <br />a viewpoint -neutral or content -neutral manner. The message of the sign shall not be <br />reviewed except to the minimum extent necessary to identify the type of sign. <br />D. In each instance and under the same conditions to which this chapter permits any sign, a <br />sign containing an ideological, political or other non-commercial message that is <br />constructed to the same physical dimensions of the permitted sign shall be permitted. <br />E. Within this chapter, the distinction between on -premise and off -premise applies to <br />commercial messages. <br />-2- <br />
