Page 6 <br />SUMMARY OF KEY FINDINGS <br />Based on a review of the Quimby Act, recent vacant land sales within the City, the 2000 <br />U.S. Census, and the City's Quimby Policy; the following key findings are presented: <br />1. The City's current Quimby in -lieu fee, adopted in 2000, is approximately <br />$2,654 per residential lot.' <br />2. The City's current park dedication requirement is based 3 acres per 1,000 <br />population standard and an average household size of 3.5 occupants. The <br />City's current park in -lieu fee is determined by multiplying the dedication <br />requirement by the "fair market value of the land being developed plus the <br />subdivision's fair share contributions to cover the cost of park improvements." <br />3. Typically, park and recreational facility costs are recovered through a park <br />impact fee pursuant to the Mitigation Fee Act rather than under the Quimby <br />Act. The City's current Quimby in -lieu fee includes both parkland acquisition <br />costs and park development costs of $43,218 per acre. <br />4. Based on the current inventory of neighborhood and community parks <br />available to the City, the City's existing park area is approximately 2.8 acres <br />per 1,000 residents. Therefore, the City's maximum dedication requirement <br />and/or fee allowed under the Quimby Act is 3 acres of parkland for every <br />1,000 persons. <br />5. Based on 2000 U.S. Census information, the average household size for <br />single-family homes is 3.764 persons per dwelling unit. <br />6. Based on recent residential vacant land sales, land value in the City of Colton <br />is estimated to be $253,000 per acre for the purpose of determining the <br />Quimby in -lieu fee. <br />1 Source: City of Colton Ordinance No. 0-06-00 2000; Ordinance No. 0-10-88.
