If any sentence, clause or phrase of this Ordinance is for any reason held to be unconstitutional or otherwise invalid, such decisions shall not affect the validity of the remaining provisions of this Ordinance. SECTION 23. The City Council hereby finds and determines that it can be seen with certainty that there is no possibility that this Ordinance may have a significant adverse effect on the environment. Thus, the adoption of this Ordinance is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines. Staff is directed to file a Notice of Exemption with the San Bernardino County Clerk's Office within five (5) working days of project approval. SECTION 24. General Plan Consistency. Based on the entire record before the City Council and all written and oral evidence presented, including the staff report and the findings made in this Ordinance, the City Council of the City of Colton hereby finds and determines that the proposed Ordinance is consistent with the goals and policies of the City of Colton General Plan and is reasonably related to the public welfare of the citizens of the City and the surrounding region. Specifically, the provisions in this Ordinance make clear the zones in which various uses not previously included in the Zoning Code are permitted. In addition, the requirement of a conditional use permit for assembly uses furthers the City's goal of regulating and ensuring sufficient parking and other improvements for uses within the City. SECTION 25. This Ordinance shall become effective thirty (30) days after its adoption in accordance with the provisions of California law. SECTION 26. The City Clerk shall certify to the passage of the Ordinance and cause the same or a summary thereof to be published within fifteen (15) days after adoption in a newspaper of general circulation published and circulated in the City of Colton.
