R-152-07 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AMENDING RESOLUTION NO. 2119 TO INCLUDE ADDITIONAL <br />THROUGH STREETS AND STOP INTERSECTIONS (COOLEY DRIVE/ <br />COOLEY DRIVE) <br />WHEREAS, California Vehicle Code section 21354 authorizes a local <br />authority to designate any highway under its jurisdiction to designate any <br />intersection as a stop intersection and to erect stop signs at one or more <br />entrances thereto; and <br />WHEREAS, California Vehicle Code section 385 defines a "local <br />authority" as the legislative body of a city; and <br />WHEREAS, California Vehicle Code section 21101 authorizes the <br />City Council of the Colton to designate stop intersections by resolution; and <br />WHEREAS, City staff has received complaints and concerns about <br />limited visibility at the intersection of Cooley Drive West and Cooley Drive <br />North; and <br />WHEREAS, there is substantial evidence upon which the City <br />Council may reasonably adopt the stop sign design provided for in this <br />Resolution. Such evidence includes the following facts: <br />1. The subject intersection has limited visibility due to the <br />existing median, particularly at the southeast corner of the intersection. <br />2. The limited visibility described above creates an unsafe <br />condition for motorists. <br />
