R-154-07 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />AUTHORIZING THE SUBMITTAL OF TWO APPLICATIONS FOR GRANT <br />FUNDS FROM THE 2008/09 STATE BICYCLE TRANSPORTATION <br />ACCOUNT. <br />WHEREAS, the Streets and Highways Code, Bicycle Transportation Account <br />provides funds for grants to local agencies for projects that improve safety and <br />convenience for bicycle commuters; and <br />WHEREAS, the State of California, Bicycle Facilities Unit, has the <br />responsibility for the administration of the program within the State, setting up <br />necessary procedures governing project applications under the program; and <br />WHEREAS, the City proposes to complete an important project that is <br />included in the San Bernardino County Non Motorized Transportation Plan adopted by <br />the City in November 2003; and <br />WHEREAS, the City of Colton, if selected, will enter into an agreement with <br />the State of California to complete the project; and <br />WHEREAS, based on revenue projections in fiscal year 2008/09 Measure I <br />fund account will have sufficient funds for the $85,000 matching funds and will be <br />programmed in the 2008/2009 Fiscal Year Capital Improvement Program; and <br />WHEREAS, all contracts relating to the application for State Bicycle <br />Transportation Account Grant Funds shall be approved by the City Attorney. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City <br />of Colton hereby; <br />1. Certifies that the Mt Vernon and Colton Avenue staging area project, and the <br />Tropica Rancho Road and La Cadena Drive staging area project are part of the <br />San Bernardino County Non Motorized Transportation Plan; and <br />2. Approves the filing of two applications for the State Bicycle Transportation <br />Account for grant assistance; and <br />3. Certifies that the City of Colton has or will have available prior to <br />commencement of any work on the project included in this application, sufficient <br />
