R-125-08 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />AUTHORIZING THE SUBMITTAL OF TWO APPLICATIONS FOR GRANT FUNDS <br />FROM THE 2009/10 STATE BICYCLE TRANSPORTATION ACCOUNT. <br />WHEREAS, the Streets and Highways Code, Bicycle Transportation Account <br />provides funds for grants to local agencies for projects that improve safety and convenience <br />for bicycle commuters; and <br />WHEREAS, the State of California, Bicycle Facilities Unit, has the responsibility for <br />the administration of the program within the State, setting up necessary procedures governing <br />project applications under the program; and <br />WHEREAS, the City proposes to complete an important project that is included in the <br />San Bernardino County Non Motorized Transportation Plan adopted by the City in November <br />2003; and <br />WHEREAS, the City of Colton, if selected, will enter into an agreement with the <br />State of California to complete the project; and <br />WHEREAS, based on revenue projections in fiscal year 2009/10 Measure I fund <br />account will have sufficient funds for the $50,000 matching funds and will be programmed in <br />the 2009/2010 Fiscal Year Capital Improvement Program; and <br />WHEREAS, all contracts relating to the application for State Bicycle Transportation <br />Account Grant Funds shall be approved by the City Attorney. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Colton hereby; <br />1. Certifies that the Colton Avenue Bike Path Lighting Project and Various Staging Area <br />Project are part of the San Bernardino County Non Motorized Transportation Plan; and <br />2. Approves the filing of two applications for the State Bicycle Transportation Account for <br />grant assistance; and <br />3. Certifies that the City of Colton has or will have available prior to commencement of <br />any work on the project included in this application, sufficient funds to operate and <br />maintain the projects; and <br />4. Appoints Daryl Parrish, City Manager, as agent of the City of Colton to conduct all <br />negotiations, execute and submit all documents, including, but not limited to <br />applications, agreements, amendments, payment requests and so on, which may be <br />necessary for the completion of the aforementioned projects; and <br />5.
