CITY OF COLTON <br />ASSISTANT DIRECTOR OF UTILITY SERVICES - ELECTRIC <br />DEFINITION: <br />Under the general direction of the Public Works and Utility Services Director, directs, coordinates <br />and supervises the activities and operations of the Electric Utility Division; coordinates divisional <br />activities with other utility divisions and City departments, and outside agencies or organizations; <br />establishes division goals, objectives, policies and procedures in accordance with the department's <br />and the City's mission statement and goals; provides professional, administrative and technical <br />support to the Public Works and Utility Services Director. <br />DISTINGUISHING CHARACTERISTICS: <br />The Assistant Director of Utility Services - Electric is the management level class responsible <br />for electric utility services, planning, and customer relations. <br />SUPERVISION EXERCISED: <br />Exercises direct and functional supervision over professional, technical, and clerical and staff. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Oversees and/or participates in the development, implementation and maintenance of the <br />Electric Utility Division goals, objectives, policies and procedures; ensures that divisional <br />goals are achieved. <br />• Assists in the development and implementation of goals, objectives, policies and priorities of <br />the Electric Utility Division. <br />• Assists in the preparation of long-range plans. <br />• Reviews plans and specifications of Electric Utility projects. <br />• Assists in the development, administration and monitoring of the division budget. <br />• Conducts and/or oversees special studies on utility rates. <br />• Develops and presents recommendations for changes in rate and fee structures. <br />• Oversees the development of the City's geographic information system. <br />• Assists subordinates with difficult technical problems. <br />• Prepares and presents reports to the Council and Commission. <br />• Consults with attorneys, financial advisors, investment bankers and engineering consultants on <br />capital improvements, contracts, resources, financing and litigation. <br />• Coordinates division activities with other City departments and outside agencies. <br />• Responds to difficult citizen inquiries and complaints. <br />• Participates in the selection of personnel. <br />• Supervises, disciplines, trains and evaluates subordinates. <br />• Performs duties of the department Director as required. <br />• Performs other related duties as required. <br />
