The City Council hereby designates all land depicted and described on the attached map (Attachment "A") to be included within a redevelopment survey area ("Survey Area") for the Added Territory. Section 2. The City Council hereby finds that the Survey Area requires study to determine whether or not a redevelopment project is feasible within any portion of the Survey Area. Section 3. The City Council hereby directs Agency staff and advisors to study the Survey Area and consider whether or not any portions of the Survey Area are appropriate for possible inclusion within a redevelopment project area. Section 4. The City Council hereby directs the Planning Commission to work with Agency staff and advisors to select the Added Territory boundaries from within the Survey Area and to formulate a preliminary plan regarding redevelopment of the Added Territory. Section 5. The City Council hereby further directs the Planning Commission, Agency staff and their respective advisors to perform those additional analyses and actions that are necessary or desirable regarding preparation and consideration of adoption of the proposed Amendment to add the Added Territory to the prospective Merged Project Area or adoption of an independent redevelopment plan for the Added Territory, all in conformance with applicable law.
