R-30-18 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON 4 AUTHORIZING THE AGREEMENT BETWEEN THE CITY OF COLTON - COMMUNITY SERVICES DEPARTMENT AND THE CHILD CARE RESOURCE 5 CENTER FOR THE QUALITY START SAN BERNARDINO 6 7 WHEREAS, the Quality Start San Bernardino County, or QSS13, is a quality rating and improvement system (QRIS) designed to help child care programs and preschools provide the g highest quality early learning experiences possible; and 9 WHEREAS, the program is funded through Child Care Resource Center (CCRC) to facilitate the program for eligible programs, such as our State Pre -School program, to receive l0 resources to enhance and support quality child care; and 11 WHEREAS, the QSSB incentive funding based on participation level, visits and ratings for 12 participating agencies through a single annual payment directly to the City. 13 NOW, THEREFORE, the City Council of the City of Colton does hereby resolve as 14 follows: 15 Section 1: The staff report accompanying this resolution is found to be true, adopted as 16 findings, and incorporated into this resolution. 17 Section 2: City Council approves pass-through incentive funding to supplement existing resources within the State Pre -School Program. 18 Section 3: Funds designated for the Quality Start San Bernardino County, funded through 19 the Child Care Resource Center, will be receipted into 225-5889-018 and expended from 20 account number 225-7200-7203-2304-0000-018. 21 Section 4: The City Manager, as the Executive Director of the program, is hereby 22 authorized to sign the applicable documents on behalf of the City to execute this agreement. 23 PASSED, APPROVED AND ADOPTED this 17a` day of A *1 2018. 24 25 RICHARD A.
