Colton City Council Resolution No R-02-18 <br />January 16, 2018— Page 2 of 4 <br />1 application at 190 E. K Street. Staff has removed the East K Street properties as directed by City <br />2 Council to be heard as a separate item at a future date. <br />3 WHEREAS, on January 16, 2018, the City Council of the City of Colton ("City Council") <br />held a duly noticed public hearing at which time all persons wishing to testify in connection with <br />4 the application were heard and the application was comprehensively reviewed; and <br />5 WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred. <br />6 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />7 COLTON: <br />8 SECTION 1. Incoruoration of Recitals. The City Council hereby adopts the recitals and <br />findings set forth above and in the agenda report prepared in connection with this Ordinance. <br />9 <br />10 SECTION 2. Based on the entire record before the City Council and all written and oral <br />evidence presented, including the staff report, the City Council makes the following findings: <br />11 <br />1. The proposed change of land use designations is consistent with the overall objectives <br />12 of the Colton General Plan. Removing the existing land use designations from these <br />properties and applying designations that will revitalize residential neighborhoods, <br />13 preserve existing single family homes and eliminate to reduce conflicts between <br />14 industrial activity and residential neighborhoods. The proposed land use changes are <br />consistent with the following policies in the Land Use Element of the General Plan: <br />15 Changing "Heavy Industrial' Land Use designations to "General Commercial" <br />16 Land Use designation is supported by: <br />17 Policy LU -3.1: " Provide for land uses that allow a variety of retail, service, <br />manufacturing, institutional, office, and recreational businesses to locate in Colton," <br />18 in that it would allow the existing bakery manufacturer located at 150 S. La Cadena <br />Drive to expand into a retail / manufacturing business in the future for property <br />19 located at 134 East K Street. <br />20 Policy LU -9.1: "Encourage and facilitate an appropriate mix of goods and service <br />21 offered in community neighborhood commercial centers, " in that future expansion of <br />the bakery manufacture may provide additional retail services and expanded <br />22 employment opportunities for the area. <br />23 Changing "Heavy Industrial' Land Use designation to "Low Density Residential' <br />24 Land Use designation is supported by: <br />25 Policy LU -18.1: "Preserve and maintain established single family homes in south <br />Colton;" in that, the proposed owners of homes located on 146 and 162 East K Street <br />26 that are requesting the preservation of their existing single family homes and the ability <br />27 to construct upgrades. <br />28 <br />-2- <br />
