2018 MARCH 06 CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br />(1) Minutes – Approval of Minutes for the City Council Special Meeting held February 15, 2018 and the <br />City Council Regular Meeting Held February 20, 2018 on file in the Office of the City Clerk. <br /> <br />(2) Warrants – Approval of accounts payable vouchers dated 01/30/18 and totaling $29,464.27; voucher <br />numbers 168913 to 169083 dated 02/15/2018 and totaling $716,245.92; and a payroll disbursement <br />listing for the period 12/30/2017 to 01/12/2018 and totaling $812,843.82, on file in the Finance <br />Department. <br /> <br />(3) Second Reading of Ordinance No. O-04-18 – Waive Full Reading, and Approve Second Reading of <br />Ordinance No. O-04-18 Amending Chapter 6.32 of the Colton Municipal Code Relating to Fireworks in <br />its Entirety, ORDINANCE NO. O-04-18. <br /> <br />(4) 2018 Weed Abatement Program - Approve and adopt a resolution and set the public hearing for the <br />Annual Weed Abatement Program for March 20, 2018, RESOLUTION NO. R-18-18. <br /> <br />(5) Award of Bid for Sol EverGen Solar Light Systems – Award the bid for Sol Evergen Solar Light <br />Systems to Annixter, Inc. in the amount of $71,528.76. <br /> <br />(6) Garbage, Refuse, and Recycling Chapter 6.16 Amendment - Waive full reading, read by title only and <br />introduce Ordinance No. O-05-18, an ordinance of the City of Colton amending Colton Municipal Code <br />Chapter 6.16 to address “Mandatory Recycling” requirements (AB341) for multi-family and commercial <br />business recycling, ORDINANCE NO. O-05-18. <br /> <br />PUBLIC HEARINGS <br /> <br />(7) User Fee Update <br /> <br />TIME AND PLACED FIXED TO CONSIDER A PUBLIC HEARING TO DISCUSS THE USER FEE <br />UPDATE FOR DEVELOPMENT SERVICES DEPARTMENT: APPEAL FEES. <br /> <br />Mayor DeLaRosa declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Notice of Public Hearing (on file in the City Clerk’s Office) and announced no <br />protest or objections received thereto. <br /> <br />STAFF PRESENTATION <br />Mark Tomich, Development Services Director, presented for Council consideration an overview of the agenda <br />report; and requested approval of staff’s recommendation. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />Motion and Second by CM Navarro/CM González to close the public hearing. <br />Vote: Motion carried with CM Toro/CM Suchil absent. <br /> <br />COUNCIL DISCUSSION <br />Discussion with Councilmembers present; clarification provided by staff: Director Tomich. <br /> <br />Motion and Second by CM González/CM Navarro to approve and adopt Resolution No. R-22-18. <br />Vote: Motion carried with CM Toro/CM Suchil absent. <br />
