Recommend conservation Easements for acquisition by the City and monitor those <br />acquired; <br />P. Preserve, restore, maintain and operate historic Properties under the ownership or <br />control of the City per City Council Approval; <br />Q. Contract, with prior Approval of the City Council, with County, State, or Federal <br />government, or any agency or Subdivision of the governments, or with any other <br />organization; <br />R. Perform any other functions that May be Designated by Resolution or motion by <br />City Council; <br />S. Notwithstanding duties delegated to the Commission to Designate historical <br />resources, Districts, places, etc., the Preservation Officer is authorized, on an <br />Emergency basis, to Designate same as having a historic value to be preserved. This <br />action by the Preservation Officer Shall be of no further effect unless sustained by a <br />majority vote by the Commission within sixty Days or by the City Council in the <br />Commission's absence. <br />15.40.060 - Nomination and Designation of Historic Resources and Historic Districts. <br />A. The Commission Shall undertake to establish and maintain a list of Historic Resources <br />and/or Historic Districts that have been nominated for Designation or identified in a <br />Preliminary Survey. An individual who presents documentation equal to that collected in <br />the Preliminary Survey May request that a resource be placed on the list. This list May <br />include single Structures or sites, portions of Structures, urban design features, man-made <br />or natural landscape elements, or works of art that are fifty Years old or older. <br />B. In determining the category for Designation of a resource, the Commission Shall refer to <br />the definitions contained in Section 15.40.030. <br />C. Criteria for Designation. The criteria, any one of which May be Used to determine <br />Designation, are as follows: <br />1. It has significant character, interest, or value as Part of the Development, heritage, or <br />cultural characteristics of the City, State of California, or the United States; <br />2. It is the site of a significant historic event; <br />3. It is strongly identified with a Person or Persons who significantly contributed to the <br />culture, history, or Development of the City; <br />4. It is one of the few remaining examples in the City possessing distinguishing <br />characteristics of an architectural type or specimen; <br />5. It is a notable work of an architect or master builder whose individual work has <br />significantly influenced the Development of the City; <br />6. It embodies elements of architectural design, detail, Materials, or craftsmanship that <br />represent a significant architectural innovation; <br />7. It has a unique location or singular physical characteristics representing an <br />established and familiar visual feature of a neighborhood, community, or the City; <br />Ordinance No. 0-01-18 - 6 - <br />
