R-86-18 <br />2 RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON APPROVING THE ADOPTION OF <br />3 AUTHORIZING ENERGY EFFICIENCY PROGRAM <br />RESTRUCTURING AND CONTINUED PROGRAM <br />4 PROFESSIONAL SERVICE AGREEMENTS <br />5 <br />WHEREAS, It is recommended that the City Council, Approve and adopt Resolution No. <br />6 R-86-18 authorizing the energy efficiency program restructuring and continued professional <br />7 service agreements through Southern California Public Power Authority (SCPPA) as recommended <br />8 by the Utilities Commission and provide the City Manager authorization to execute all agreements <br />9 for the following: <br />10 • Continued program participation, in Professional Services Agreements, between Southern <br />11 California Public Power Authority (SCPPA), ARCA Recycling Inc., Synergy Companies, <br />Energy Federation Incorporated (EFI), Resource Action Programs, LLC, and Energy <br />12 Services Group (ESG), Clean Power Research, Questline Inc. Automated Energy, Greenlite <br />13 Lighting Corp. and Green Acres Advertising & Design in Energy Efficiency programs for <br />14 residential and commercial customers and authorize the City Manager to execute letters of <br />15 participation with SCPPA. <br />16 • Restructure the energy efficiency rebate program to a utility bill credit for any rebates under <br />17 $500 <br />18 • Update program language to allow for flexibility on date of rebates submitted with Director <br />approval <br />19 . Add rebate for smart thermostat installation for residential customers -$100 <br />20 • Add commercial rebates for Packaged Terminal Air Conditioner (PTAC) - $100 <br />21 • Add commercial air conditioner replacement and tune-up rebate ($TBD) <br />22 • Add a pilot upstream lighting rebate with local Colton stores <br />23 WHEREAS, As a SCPPA member, the City of Colton has the benefit of participating in <br />24 Professional Services Agreements that SCPPA executes at the request of, and on the behalf of, <br />25 its members. The Electric Department participates in SCPPA's Public Benefit Committee where <br />26 activities include the preparation of a State required annual report which details the use of public <br />benefit funds, and the exchange of information regarding energy efficiency (EE), renewable <br />27 energy, low-income, research and development programs; and <br />28 WHEREAS, California Assembly Bill 723 requires municipal electric utilities to collect <br />-1- <br />
