R-88-18 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON APPROVING APPROVE SERVICE AND <br />NONDISCLOSURE INTER -UTILITY AGREEMENT <br />BETWEEN SOUTHERN CALIFORNIA GAS COMPANY <br />(SOCAL GAS) AND COLTON ELECTRIC DEPARTMENT <br />(CED) <br />WHEREAS, it is recommended that the City Council approve extending a service and non- <br />disclosure inter -utility agreement between SoCal Gas Company and CED for an income qualified <br />energy efficiency mobile home retrofit program and authorize the City Manager to execute the <br />agreement, and; <br />WHEREAS, SoCal Gas Company enters into agreements pursuant to Division 11 of <br />California State Water Code to establish working relationships between other utilities to st <br />certain customer information in order to better serve the needs of low income customers wit <br />SoCal Gas Company's service territories. SoCal Gas Company manages the delivery of its Ene <br />Savings Assistance Program (ESAP), and; <br />WHEREAS, CED would reimburse SoCal Gas Company for services provided by SoCal <br />Gas to income qualified residential customers in the service territory of CED. CED would be able <br />to claim energy and water savings from this partnership while providing a valuable service to <br />mobile home owners in need of energy efficiency retrofits. CED originally entered into an <br />agreement in 2015 but due to extenuating circumstances with staffing at SoCal Gas Company they <br />deferred the program until FY 2017. Currently SoCal Gas has completed 125 energy efficiency <br />(EE) retrofits in Colton, and; <br />WHEREAS, California Assembly Bill 1890 requires municipal electric utilities to collect <br />revenues for the following Public Benefit Programs: <br />(1) Cost effective demand side management services to promote energy <br />efficiency and energy conservation; (2) new investments in renewable energy <br />resources and technologies consistent with existing statutes and regulations which <br />promote those resources and technologies; (3) research, development and <br />demonstration programs for the public interest to advance science or technology <br />which is not adequately provided by competitive and regulated markets; (4) services <br />provided for low income electricity customers, including but not limited to, targeted <br />energy efficiency services and rate discounts, and; <br />-1- <br />
