R-39-19 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL GANN <br />LIMIT FOR THE FISCAL YEAR 2019-20 <br />WHEREAS, the voters of California, on November 6, 1979, added Article XIII -B to the <br />State Constitution placing various limitations on the appropriations of the state and local <br />governments; and <br />WHEREAS, Article XIII -B provides that the appropriations limit for the Fiscal Year <br />2019-20 is calculated by adjusting the base year appropriations of Fiscal Year 1978-79 for <br />changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of Article XIII -B in <br />determining the appropriations limit for Fiscal Year 2019-20 utilizing the County population <br />index;and <br />WHEREAS, the City of Colton must make the necessary determinations regarding the <br />use of a cost -of -living index change and the population index change beginning in 2015-16; <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for Fiscal Year <br />2019-20 shall be $83,488,559 for the City of Colton as reflected in Schedules A and B, and; <br />BE IT FURTHER RESOLVED, that for the Fiscal Year 2019-20, the City <br />of Colton selects the California percentage change in per capita income as its cost -of -living <br />index change as determined by the California State Department of Finance and that the City of <br />Colton selects the population index change for the County as a whole instead of the change in <br />City population as its population index change. <br />PASSED, APPROVED AND ADOPTED this 4th d�y of/une, 2019. <br />ATTEST: <br />L�L/(lGt� <br />CAROLINA R.
