3 <br />CITY TREASURER’S REPORTS <br />Receive and File City Treasurer’s Report for May 2016. <br />~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ <br />PUBLIC COMMENT Limit 5 Minutes <br />This is the portion of the meeting specifically set aside to invite your comments regarding Consent Calendar items and <br />any matters within the jurisdiction of the City Council; however, any matter that requires action will be referred to staff <br />for investigation and report at a subsequent Council meeting. The Council is prohibited by law from discussing or taking <br />immediate action on items during this public comment period. <br />Persons desiring to submit paperwork to the City Council Members shall provide copy of any paperwork to the City <br />Clerk for the Official Record. <br />Speakers will be limited to 5 minutes; provided, however, that the presiding officer shall have certain discretion to <br />extend or limit time as provided for in the City Council Manual of Procedure. <br />~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ <br />CONSENT CALENDAR <br />All matters listed under the Consent Calendar are considered by the City Council to be routine and will all be enacted by <br />one motion. There will be no separate discussion of these items prior to the time the City Council votes on the motion, <br />unless councilmembers, staff or the public request that specific items be discussed and/or removed for separate <br />discussions or action. <br />(1) Minutes – Approval of Minutes for the City Council Regular Meeting Held July 19, 2016; Minutes <br />for the Special Meeting held June 9, 2016; Minutes for the Special Meeting held June 1, 2016, on <br />File in the Office of the City Clerk. [City Clerk Padilla] <br />(2) Warrants – Approval of U.S. Bank vouchers dated 07/08/2016 and totaling $30,809.64; voucher <br />numbers 157130 to 157278 dated 07/14/2016 and totaling $1,197,863.72; voucher numbers <br />157134 and 157279 to 157332 dated 07/21/2016 and totaling $1,597,110.72; and a payroll <br />disbursement listing for the period 07/02/2016 to 07/15/2016 and totaling $849,108.23. Dabbs] <br />(3) Second Reading of Ordinance No. O-11-16 – Waive full reading and pass second reading of <br />Ordinance No. O-11-16, an ordinance of the City Council of the City of Colton amending section <br />18.58.060 (conditional use permits) and section 18.06.060 (uses permitted in each zone) of Title <br />18 of the Colton Municipal Code [File Index No. DAP-001-325], ORDINANCE NO. O-11-16. <br />(4) Second Reading of Ordinance No. O-12-16 – Waive full reading and pass second reading of <br />Ordinance No. O-12-16, an ordinance of the City Council of the City of Colton amending Title 18, <br />Chapter 18.06 (Permitted Uses), 18.23 (Mixed-use Downtown), and add new section 18.23.04 <br />(General Commercial Downtown Overlay) and to change the zone to certain properties from C-2 <br />(General Commercial) to M-U/D (Mixed Use Downtown) and C-2 (General Commercial) to C-2/D <br />(General Commercial) zone to ensure consistency with adopted General Plan and state law (File <br />Index No. DAP-001-307), ORDINANCE NO.
