CITY OF COLTON <br />Development Services Department <br />Memorandum <br />DATE: JULY 29, 2015 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />PLANNING COMMISSION <br />FROM: MARK TOMICH, AICP, DEVELOPMENT SERVICES DIRECTOR j?�4 <br />SUBJECT: WORKSHOP ON SENSITIVE DEVELOPMENT AREA (SDA) OVERLAY ZONE <br />The purpose of this workshop is to facilitate a joint discussion by the City Council and Planning <br />Commission of proposed expansion and amendments to the Sensitive Development Area (SDA) <br />Overlay Zone in accordance with General Plan Policy LU -1.9. The desired outcome is to provide <br />direction to staff whether to: <br />(a) Proceed with the SDA code amendments as directed by General Plan Policy LU -1.9; <br />(b) Proceed with a modified work program to implement General Plan Policy LU -1.9; or <br />(c) Discontinue the SDA code amendment process and proceed to amend the General Plan to delete Policy <br />LU -1.9. <br />BACKGROUND <br />General Plan Policy LU -L9 states "Apply a Special Development Area overlay zone on industrially <br />zoned properties that abut properties zoned for residential uses, and apply appropriate conditions <br />through the discretionary review process to minimize impacts." <br />On May 13, 2014, the Development Services Department brought a workshop item to the Planning <br />Commission to discuss implementation of the SDA Overlay Zone policy. The Commission provided <br />staff with the following direction: <br />"Consensus of the Commission was to: Include "SDA Master Plan" in code amendment to permit <br />specified uses for an entire property, without requiring each tenant to obtain a separate SDA CUP. <br />The Planning Commission will determine which uses will be permitted through the Master Plan. As <br />an incentive for compliance, the Commission recommended that, for new areas to be included in the <br />SDA Overlay Zone, the CUP/Master Plan fee should be half of the regular fee as listed on the adopted <br />fee schedule (or no fee)." <br />On July 24, 2014, the Development Services Director held a stakeholders meeting with property <br />owners, property managers and residents to present the draft SDA code amendments and proposed <br />expansion of the SDA Overlay Zone to various industrial properties located north and south of <br />
