2019 FEBRUARY 19 CC/CUA/CPFA/CHA MEETING 4 - <br />(1) PUBLIC HEARING FOR PROPOSED 2019-2020 CDBG PROJECTS - A PUBLIC HEARING TO <br />CONSIDER THE ADOPTION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />PROJECTS; ADOPT RESOLUTION R-10-19, APPROVING THE FINAL PRIORITIZED LIST OF <br />PROJECTS FOR FISCAL YEAR 2019 – 2020, APPROVE AND ADOPT RESOLUTION NO.R-10- <br />19. <br /> <br />Mayor Navarro declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Posting of Notice (on file in the City Clerk’s Office) and announced no protest or <br />objections received thereto. <br /> <br />STAFF PRESENTATION <br />Christy Elshof, Project Manager II, Economic Development, presented for Council consideration and approval <br />of the Community Development Block Grant (CDBG) Funding proposals; with the final prioritized list of <br />CDBG projects submitted by staff. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />Motion and Second by CM Suchil/González to close the public hearing. <br />Vote: Motion carried with CM Toro absent. <br /> <br />COUNCIL DISCUSSION <br />Discussion by Councilmembers present with clarification provided by Project Manager Elshof. <br /> <br />Motion and Second by CM González/Koperski to approve and adopt Resolution No. R-10-19. <br />Vote: Motion carried with CM Toro absent. <br /> <br />BUSINESS ITEMS <br /> <br />(2) Commercial Cannabis - Direction Regarding Commercial Cannabis Uses and Expansion of Overlay <br />Zone. <br /> <br />Staff Presentation <br />Henry Castillo, associate from BB&K; presented an overview of the regulatory consideration for permitting <br />commercial cannabis; the purpose of the presentation is for City Council to consider and provide direction to <br />Ad-hoc Committee/staff regarding the prospect of permitting commercial cannabis manufacturing, nurseries, <br />distribution, and personal outdoor cultivation and an expansion of the marijuana candidate sites (“MCCS”) <br />overlay zone. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Mr. Young <br /> <br />Council Discussion <br />Discussion by Councilmembers present as to issues/analysis outlined; A. Expansion of Commercial Cannabis <br />Uses: all three accepted as described with the exception on commercial cannabis manufacturing: non-volatile <br />only permitted; B. Expansion of MCCS: accepted all seven MCCS Overlay zones as outlined; C. Conditional <br />Use Permit and Commercial Marijuana Operator Permit/Recommendation regarding the CUP process: <br />acceptable as defined; D.
