<br /> <br />ITEM NO. 1 <br />STAFF REPORT <br /> <br /> <br />DATE: MARCH 5, 2019 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: BILL SMITH, CITY MANAGER <br />PREPARED BY: CARLOS CAMPOS, CITY ATTORNEY <br />SUBJECT: CONSIDER APPROVAL OF THE SECOND AMENDMENT TO CITY <br />OF COLTON CITY MANAGER EMPLOYMENT AGREEMENT WITH <br />WILLIAM (“BILL”) SMITH PROVIDING HIM WITH AN INCREASE <br />IN BASE SALARY AND CREATING A COST-SHARING <br />ARRANGEMENT WHEREBY HE CONTRIBUTES A PORTION OF <br />HIS COMPENSATION TOWARD THE CITY’S CALPERS <br />EMPLOYER CONTRIBUTION. <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />Staff recommends that the City Council consider approval of the Second Amendment to City of <br />Colton City Manager Employment Agreement with William (“Bill”) Smith providing him with <br />an increase in base salary and creating a cost-sharing arrangement whereby he contributes a <br />portion of his compensation toward the City’s CalPERS employer contribution. <br /> <br />BACKGROUND <br /> <br />On February 17, 2015, the Colton City Council approved an Employment Agreement with Bill <br />Smith to serve as City Manager (“Employment Agreement”). The parties subsequently entered <br />into a First Amendment to that Employment Agreement, extending its term through February 18. <br />2022. <br /> <br />DISCUSSION <br /> <br />The proposed Second Amendment to the Employment Agreement with Bill Smith is attached to <br />this Staff Report. <br /> <br />1.1 <br />Packet Pg. 7
