R-89-19. <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />1. Approve Resolution R-89-19, Adopting A Mitigated Negative Declaration and <br />Mitigating Monitoring and Reporting Program for the Proposed Colton Community <br />Soccer Park on approximately 21 gross acres on real property located south of East <br />Congress Street and West of the Santa Ana River (APNs: 0163-362-12, 0163-381-01, <br />0163-381-02, and 0163-381-26) <br />2. Authorize the City Manager to execute all documents necessary to proceed, including <br />filing of Notice of Determination in accordance with CEQA <br /> <br /> <br />BACKGROUND <br /> <br />City Council, the Recreation & Parks Commission, and City Staff have identified the need for a <br />regional soccer complex and community park within Colton to meet the growing needs of the <br />community. Currently, the City of Colton does not own a single soccer or football field to serve <br />its community of over 53,000 residents. The current youth soccer and football clientele, which <br />numbers well over 1,000 participants, utilizes school district fields, which are few in number, <br />and difficult to maintain due to the demand for use, as the result of a lack of alternatives. The <br />Colton Community Soccer Park will provide a primary location to facilitate usage by all of these <br />1 <br />Packet Pg. 5
