<br /> <br />ITEM NO. 1 <br />STAFF REPORT <br /> <br /> <br />DATE: MARCH 3, 2020 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: BILL SMITH, CITY MANAGER <br />PREPARED BY: DAVID KOLK, ASSISTANT CITY MANAGER <br />SUBJECT: RECEIVE AND FILE DUDEK’S “EVALUATION OF COLTON <br />ELECTRIC DEPARTMENT’S WILDFIRE PREVENTION AND <br />MITIGATION PLAN." <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />That the City Council Receive and File Dudek’s “Evaluation of Colton Electric Department’s <br />Wildfire Prevention and Mitigation Plan.” <br /> <br /> <br />BACKGROUND <br /> <br />Senate Bill (SB) 901 enacted in 2018 requires every electric utility to prepare a Wildfire <br />Prevention and Mitigation Plan (WPMP). The WPMP must be adopted by the utility’s governing <br />body by January 1, 2020, and annually thereafter. The WPMP must then be submitted to the <br />California Wildfire Safety Advisory Board (CWSAB) by July 1, 2020, and as required by the <br />CWSAB thereafter. <br /> <br />The WPMP must include vegetation management programs, inspection and maintenance <br />programs, communications programs for mobility-impaired and other vulnerable populations, <br />and indicate how service will be maintained and restored during and after a wildfire. The WPMP <br />must include processes for (i) measuring the performance of the plan, (ii) identifying and <br />correcting deficiencies in the plan and (iii) auditing implementation of the plan. <br /> <br />SB 901 requires that POUs present their wildfire mitigation plan at an appropriately noticed <br />public meeting and receive public comment. The POU must also verify that the wildfire <br />mitigation plan complies with all applicable rules, regulations, and standards and have their plan <br />1 <br />Packet Pg. 7
