2017 AUGUST 1 CC/SARDA/CUA/CPFA/CHA REG MEETING 3 - <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF AUGUST 1, <br />2017. <br /> <br />GIFT DISCLOSURES <br />Mayor Pro Tem Toro asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor Pro Tem Toro asked the members present if there were any brief reports on meetings attended at the <br />expense of the City. (GC Section 53232.3(d). <br /> <br />APPOINTMENTS <br /> <br /> Intergovernmental Agencies and Council Committees Appointments for District 2 <br />The following names were nominated for replacement of District 2 Intergovernmental Agencies/Council <br />Committees appointments vacated due to the resignation of District 2 Councilmember Jorrin: <br /> <br />Intergovernmental Agency <br />IVDA: CM Suchil/Alternate <br />SBIAA: CM Woods/Member <br />SCAG: CM Woods/Alternate <br /> <br />Council Committees <br />BEAUTIFICATION - CITY WIDE: CM Suchil/Member <br />BRIDGE: CM Toro/Member <br />CDBG: CM Toro/Member <br /> <br />Consensus by Councilmembers present with no objection; so ratified. <br /> <br /> Discussion and possible direction regarding vacancy in District 2 <br /> <br />Staff Presentation/Council Discussion/Direction to Staff <br />City Clerk Padilla presented a review of the Staff Report to determine the filling of Council Vacancy, District 2; <br />if a vacancy occurs in an elective office the council shall, within 60 days from the commencement of the <br />vacancy (Resignation letter received July 17, 2017), either fill the vacancy by appointment or call a special election <br />to fill the vacancy. If the Council should select filling the vacancy by special election the date as outlined in the <br />Elections Code Section 1000; defines the established election date; (a) The second Tuesday of April in each <br />even-numbered year (April 10, 2018); <br /> <br />For Council to fill the vacancy within 60 days of commencement by appointment; such appointment will need <br />to be determined by September 15, 2017 (the 60th day); a calendar handout was given to each Councilmember <br />present as a sample of how the time line would look; this included a date for oral interviews by Council; oral <br />interviews were recommended by the City Clerk and agreed by Council. <br /> <br />Discussion continued with City Attorney Campos informing Council a three Councilmember consensus needed <br />in order to go forward as to the direction for filling the vacancy. <br /> <br />So stated to determine consensus is as follows:
