2017 AUGUST 1 CC/SARDA/CUA/CPFA/CHA REG MEETING 5 - <br /> <br />(5) Compensation and Benefits for the Confidential Group – Approve a resolution that governs the <br />compensation and benefits for employees assigned to the City’s Confidential Group, RESOLUTION <br />NO. R-59-17. <br /> <br />(6) Professional Services Agreement with LSA Associates, Inc. – Authorize the City Manager to execute <br />the professional services agreement with LSA Associates, Inc., for environmental document preparation <br />services on behalf of applicant for Hillwood Center Street Warehouse project. <br /> <br />(7) Thermal Energy Storage Pilot Program – Approve and adopt a Resolution authorizing the participation, <br />in Professional Services Agreements, between Southern California Public Power Authority (SCPPA) <br />and IceEnergy to purchase and install “Ice Bear” energy storage units and authorize the City Manager to <br />execute a letter of participation with SCPPA, RESOLUTION NO. R-60-17. <br /> <br />(8) Piggyback onto the County of San Bernardino’s Purchase of Self-contained Breathing Apparatus - <br />Approve piggybacking onto the County of San Bernardino’s purchase of self -contained breathing <br />apparatus for an amount not to exceed $304,238.16. <br /> <br />(9) Set Public Hearing for August 15, 2017 / Weed Abatement - Set public hearing for the meeting of <br />August 15, 2017, to approve a resolution pertaining to weed abatement and the placement of parcels on <br />the county property assessment tax rolls. <br /> <br />(10) Set Public Hearing for August 15, 2017 / Conveyance of certain real property – Approve and Adoption a <br />Resolution, Setting a Public Hearing to Consider the Conveyance of that certain real property located <br />along Laurel Avenue (Assessors Parcel No. 0160-241-045) to Thermal Combustion Innovators Inc. <br />(Thomas Hayward) pursuant to California Government Code, Section 37420 Et Seq, RESOLUTION <br />NO. R-62-17. <br /> <br />(11) Maintenance Services Agreement with Northstar Chemical - Approve the Maintenance Services <br />Agreement (MSA) for the purchase of bulk chemicals and the installation of chlorine storage tanks for <br />water and wastewater treatment between the City and Northstar Chemical, in an amount not-to-exceed <br />$135,000, in accordance with Colton Municipal Code 3.08.140(c). <br /> <br />PUBLIC HEARINGS <br /> <br />(12) Basic Fee for Storm Water Services and the Storm Water Management User Fee <br /> <br />TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT A <br />RESOLUTION APPROVING THE BASIC FEE FOR STORM WATER SERVICES AND THE <br />STORM WATER MANAGEMENT USER FEE AS PROVIDED FOR IN CHAPTER 14.01 OF THE <br />COLTON MUNICIPAL CODE). <br /> <br />Mayor Pro Tem Toro declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Affidavit of Publication (on file in the City Clerk’s Office) and there were no protests <br />or objections thereto. <br /> <br />STAFF PRESENTATION <br />David X. Kolk, Utility Director, presented for Council consideration; outlined the Agenda Report which <br />included approval of staff’s recommendation. <br />
