2017 AUGUST 15 CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br />appreciate your generous support of the Art Thompson Teen Center.” Accepted by Tiffanie Leal Board Member <br />for the Association. <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF AUGUST 15, <br />2017. <br /> <br />GIFT DISCLOSURES <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings attended at the <br />expense of the City. (GC Section 53232.3(d). None disclosed. <br /> <br />APPOINTMENTS <br /> <br /> Reappointment of League of California Cities Primary Voting Delegate (9/13 – 15, 2017) <br />Mayor called for the nomination of name(s) for Primary Voting Delegate; none were presented for <br />consideration. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br /> Street Sweeping Enforcement <br />David Kolk, Utilities Director, presented an update regarding Street Sweeping Enforcement; approximately five <br />weeks ago the enforcement process began. <br /> <br />Discussion continued with Councilmembers present which included notification to residents; issuing tickets vs. <br />non-issuing of tickets based on the need for vehicles to be moved: each side on different days vs. street <br />sweeping both sides of the street as posted. <br /> <br />Final resolution as discussed is to leave the enforcement as noticed and appropriate enforcement under the <br />direction of the Colton Police Department. Possible revisit the program after several months; based on the level <br />of complaints; look at changes in the program. <br /> <br /> Discussion & Possible Direction to Staff Regarding Annexation of Cal-Portland Cement Property <br />Mark Tomich, Development Services Director, presented to Council for direction to staff regarding annexation <br />of Cal-Portland Cement property, including adjacent properties not owned by Cal-Portland. <br /> <br />Discussion with general consensus by Councilmembers present that staff is directed to initiate discussions with <br />County; meet with LAFCO staff regarding the annexation process; and meet with property owners regarding <br />their concurrence with the annexation; when all of the above is completed staff is to return and present their <br />findings. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Terry Boykins/Jatori Harris, and Erika Flores of the <br />Office of Representative Pete Aguilar. <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presents the Consent Calendar Items 1 through 5.
