2017 NOVEMBER 07 CC/SARDA/CUA/CPFA/CHA MEETING 5 - <br />or objections received thereto. <br /> <br />STAFF PRESENTATION <br />Mark Tomich, Development Services Director, presented for Council consideration and approval of staff <br />recommendation; with the assistance of a PowerPoint presentation: ‘ZONING TEXT AMENDMENT – <br />ELECTRIC FENCE ORDINANCE’. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Cindy Williams. <br /> <br />Motion and Second by CM González/CM Woods to close the public hearing. <br />Vote: Unanimous <br /> <br />COUNCIL DISCUSSION <br />Discussion and discernment proceeded by Council and clarification provided by staff. Main concern centered <br />on minimum footage between fences (non-electric property fence and electrical fence); and placement of <br />warning signs. <br /> <br />Consensus agreed by Councilmembers present a minimum footage between fences of three to twelve inches; <br />and posting of warning signs at intervals of every 30 feet. <br /> <br />Motion and Second by CM González/MPT Toro to waive full reading, read by title only and introduce <br />Ordinance No. O-09-17; minimum footage between fences (non-electric property fence and electrical fence) of <br />three to twelve inches; and posting of warning signs at 30 feet intervals. <br />Vote: Unanimous <br /> <br />BUSINESS ITEMS <br /> <br />(21) Colton Utility Authority 2017 Water Revenue Bonds - Approve and adopt a Resolution to approve 1) <br />the form of a Preliminary Official Statement; 2) the form of a Bond Purchase Agreement; and, 3) other <br />matters relating thereto, RESOLUTION NO. CUA-06-17. <br /> <br />Staff Presentation <br />Stacy Dabbs, Finance Director, presented for Council consideration and presented staff’s recommendation for <br />approval. <br /> <br />Council Discussion <br />Council requested clarification as to benefit to the City; interest rates at time of bond purchase; and credit rating <br />status. Clarification provided by City Advisor Michael Williams of C.M. de Crinis & Co. <br /> <br />Motion and Second by CM Suchil/CM Navarro approve and adopt Resolution No. CUA-06-17. <br />Vote: Unanimous <br /> <br />(22) Fund Balance Policy - Approve and adopt a Resolution to approve the General Fund Balance Policy and <br />Procedures, RESOLUTION NO.
