R-89-17 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON OF <br />A GENERAL PLAN AMENDMENT TO CHANGE THE LAND USE <br />DESIGNATIONS ON THE LAND USE PLAN FOR CERTAIN PARCELS <br />CURRENTLY DESIGNATED "LOW DENSITY RESIDENTIAL" TO <br />"MIXED-USE NEIGHBORHOOD", "LIGHT INDUSTRIAL" TO "LOW <br />DENSITY RESIDENTIAL", "LIGHT INDUSTRIAL TO "MIXED-USE <br />NEIGHBORHOOD", "HEAVY INDUSTRIAL" TO "LOW DENSITY <br />RESIDENTIAL" AND "HEAVY INDUSTRIAL" TO "GENERAL <br />COMMERCIAL" ALONG 134-190 EAST K STREET, 240-264 W. K STREET, <br />107, 143, 247-293 S. 7TH STREET AND 190 W. L STREET. (FILE INDEX NO. <br />DAP -001-382) <br />WHEREAS, local governments are authorized by Section 65350 of California Government <br />Code et sea to prepare, adopt and amend general plans, and by Government Code Section 65800 et <br />seMc to prepare, adopt, and amend zoning ordinance which is consistent with the general plan; and <br />WHEREAS, comprehensive updates to the Land Use Element, Housing Element, and <br />Circulation ("Mobility") Element of the City of Colton General Plan (hereinafter "General Plan <br />Update") were initiated and prepared by the City of Colton; and <br />WHEREAS, on August 20, 2013, the City Council of the City of Colton (hereinafter "City <br />of Colton") adopted Resolution No. R-61-13 approving the General Plan Update; and <br />WHEREAS, On September 20, 2016, the City Council directed staff to change the General <br />Plan land use designations and zoning for properties on East K Street from M-2 (Heavy Industrial) <br />to R-1 (Low Density Residential), West K Street from M-1 (Light Industrial) to R-1 (Low Density <br />Residential) and properties on South 7a' Street from R-1 (Low Density Residential) to an <br />appropriate commercial zoning district. On October 18, 2016, the City Council approved a work <br />plan for the general plan amendment and rezone of these properties. A total of 23 parcels are <br />affected by this GPA/zone change. <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, on September 26, 2017, the Planning Commission of the City of Colton <br />("Planning Commission") held a duly noticed public hearing at which time all persons wishing to <br />testify in connection with the project were heard and the project was fully examined; and <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, Pursuant to the California Environmental Quality Act ("CEQA"), CEQA <br />Guidelines § 15164, a lead agency may prepare an addendum to a previously approved 2013 <br />General Plan Environmental Impact Report (EIR) if only minor technical changes or additions are <br />necessary and none of the conditions described in CEQA Guidelines Section 15162 have occurred. <br />An Addendum to the Draft EIR has been prepared and findings certifying the proposed Addendum <br />
