That the proposed Use complies with each of the applicable provisions of this <br />title and the proposed development meets all requirements of the Zoning Code <br />2 for similar developments permitted by right; the use conforms with the <br />3 requirements of the Colton Zoning Code, as conditioned. The subject property <br />is zoned M-2 (Heavy Industrial), which conditionally permits truck storage use, <br />4 subject to a Conditional Use Permit. The M-2 Zone is intended to permit a wide <br />range of industrial uses. <br />5 <br />SECTION 2. Based on the entire record before the Planning Commission and all written <br />6 and oral evidence presented, and the Architectural and Site Plan Review findings made in this <br />Resolution, the Planning Commission hereby finds: <br />7 <br />a. The provisions for vehicular parking and for vehicular and pedestrian circulation on <br />8 the site, and onto adjacent public right-of-way will not create safety hazards; In that the <br />9 proposed project site design is providing a minimum of four parking spaces and five <br />tractor trailer stalls, which is in compliance, as conditioned, with City Zoning and <br />10 Building Codes. <br />11 b. The bulk, location and height proposed will not be detrimental or injurious to other <br />12 development in the neighborhood or will result in the loss of or damage to unique <br />natural or topographic features of the site that are important to the environmental <br />13 quality of life for the citizens of Colton, and the development is feasible in a manner that <br />will avoid such detrimental or injurious results or such loss or damage; in that the office <br />14 and truck carport/service bay building for project will not exceed the height limit within <br />the M-2 (Heavy Industrial) or the potential R-1 (Low Density Residential) Zone and <br />15 compatible with surrounding building structures. <br />16 c The provisions for exterior lighting are adequate for human safety and will not diminish <br />i7 the value and/or usability of adjacent property; the applicant's architect will be <br />providing lighting plan during plan check review for the parking lot vehicle and truck <br />18 parking areas within the proposed project and interior areas of the site. Because the <br />proposed project is for an office and truck tractor storage only, no trailers are allowed <br />19 on site or adjacent streets, and will include only buildings and uses as proposed with <br />20 this Architectural and Site Plan Review limited trucking office and tractor truck storage <br />use, all security lighting will be required to meet light and glare shielding requirements <br />21 of the Zoning Code. <br />22 d. The exterior design of the buildings and structures will not be injurious or detrimental <br />23 to the environmental or historic features of the immediate neighborhood in which the <br />proposed development is located and will not cause irreparable damage to property in <br />24 the neighborhood, to the City and to its citizens; The proposed architecture is compatible <br />25 and with surrounding neighborhood. The project site is not located within a City of <br />Colton Historic District. <br />26 <br />27 e. The proposed development will not impose an undue burden upon off-site public <br />services, including sewer, water and streets, which conclusion shall be based upon a <br />28 written report of the City Engineer; and there is no provision in the capital works <br />-3- <br />
