1 <br />2 RESOLUTION NO. R-20-17 <br />3 A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON AUTHORIZING TO <br />4 ENTER INTO A FIVE YEAR AGREEMENT TO <br />PROVIDE THE SAFE COLLECTION, RECYLING, <br />5 TREATMENT AND DISPOSAL OF HAZARDOUS <br />6 MATERIALS GENERATED BY COLTON <br />HOUSEHOLDS <br />7 <br />8 WHEREAS, the California Public Resources Code (Section 47000 et seq.) requires <br />9 cities and counties to prepare a Household Hazardous Waste Element which identifies a <br />program for the safe collection, recycling, treatment and disposal of hazardous wastes <br />10 which are generated by households in the City or County which should be separated from <br />11 the solid waste stream. The County of San Bernardino and each of the cities in the County <br />12 have developed Household Hazardous Waste Elements (HHWE) which identify a county - <br />13 wide cooperative program for the management of Household Hazardous Waste); and <br />14 WHEREAS, the existing Household Hazardous Waste program operated by the <br />15 San Bernardino County Fire Protection District, Household Hazardous Waste Division, is <br />16 consistent with the adopted HHWE, the District's Division of Hazardous Materials, <br />17 responsible for the safe management of hazardous waste; and <br />18 WHEREAS, the City of Colton desires for the protection, health and welfare of <br />the public and its personnel, the removal of hazardous waste from homes so that such <br />19 <br />materials will pose no danger in the event of fire, the prevention of potential environmental <br />20 degradation and the conservation of resources through recycling; and <br />21 WHEREAS, San Bernardino County Fire Protection District, Household <br />22 Hazardous Waste Division, is asking for a 3% annual increase in cost based on the <br />23 Consumer Price Index (CPI) from the Bureau of Labor Statistics. The cost break down is <br />24 in the attached San Bernardino County Fire Protection District FAS Standard Contract; and <br />25 WHEREAS, over the past five years from 7/1/2012 through 6/30/2017 San <br />26 Bernardino County Fire Protection District, Household Hazardous Waste Division <br />program has had the following increased costs: <br />27 <br />• Increase cost to manage and dispose of hazardous waste such as a 400% increase <br />28 <br />in household batteries; <br />
