1 RESOLUTION NO. R-39-17 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />3 COLTON APPROVING AND ADOPTING THE ANNUAL GANN <br />LIMIT FOR THE FISCAL YEAR 2017-18 <br />4 <br />5 WHEREAS, the voters of California, on November 6, 1979, added Article XIII-13 to the <br />6 State Constitution placing various limitations on the appropriations of the state and local <br />governments; and <br />7 <br />WHEREAS, Article XIII-13 provides that the appropriations limit for the Fiscal Year <br />8 2017-18 is calculated by adjusting the base year appropriations of Fiscal Year 1978-79 for <br />9 changes in the cost of living and population; and <br />10 WHEREAS, the City of Colton has complied with all the provisions of Article XIII-13 in <br />i i determining the appropriations limit for Fiscal Year 2017-18 utilizing the County population <br />12 index;and <br />13 WHEREAS, the City of Colton must make the necessary determinations regarding the <br />14 use of a cost-of-living index change and the population index change beginning in 2015-16; <br />15 NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for Fiscal Year <br />16 2017-18 shall be $86,736,126 for the City of Colton as reflected in Schedules A and 13, and; <br />BE IT FURTHER RESOLVED, that for the Fiscal Year 2017-18, the City <br />17 of Colton selects the California percentage change in per capita income as its cost-of-living <br />18 index change as determined by the California State Department of Finance and that the City of <br />19 Colton selects the population index change for the County as a whole instead of the change in <br />20 City population as its population index change. <br />21 <br />PASSED, APPROVED AND ADOPTED this 6t' day of June, 2017. <br />22 <br />23 J4� <br />24 RICHARD A.
