I RESOLUTION NO. R-73-17 <br />2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />3 CALIFORNIA ADOPTING THE FY 17/18 MEASURE I FIVE YEAR CAPITAL <br />IMPROVEMENT PLAN AND THE MEASURE I EXPENDITURE STRATEGY <br />4 PLAN. <br />5 WHEREAS, the City of Colton is a municipal corporation duly organized and existing <br />6 <br />pursuant to the Constitution and laws of the State of California ("City"); and <br />7 <br />8 WHEREAS, San Bernardino County voters approved passage of Measure I in November <br />9 2004, authorizing the San Bernardino County Transportation Authority to impose a one-half of <br />10 one percent retail transactions and use tax applicable in the incorporated and unincorporated <br />11 territory of the County of San Bernardino; and <br />12 <br />13 WHEREAS revenue from the tax can only be used for transportation improvement and <br />14 traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 04- <br />15 1 of the Authority; and <br />16 WHEREAS the Strategic Plan requires each local jurisdiction applying for revenue from <br />17 the Local Streets Program to annually adopt and update a Five -Year Capital Improvement <br />18 <br />Program, and <br />19 <br />20 WHEREAS, Expenditure Plans of the San Bernardino County Transportation Authority <br />21 Ordinance No. 89-1 also require that each local jurisdiction annually adopt and update its Capital <br />22 Improvement Plans; and <br />23 WHEREAS, California Public Utilities Code 190300 and Ordinance No. 04-1 require <br />24 <br />each local jurisdiction to maintain General Fund expenditures for transportation -related <br />25 <br />26 construction and maintenance activities at the required Maintenance of Effort base year level in <br />27 each fiscal year of the adopted Five -Year Capital Improvement Plan, which for the City of <br />28 Colton is $ 313,796. <br />
